ICSF General Secretary Mike Hack has issued the following press release:

The International Cycle Speedway Federation (ICSF) held their annual World Council meeting this week. Key decisions taken at the meeting were:

Referees

  • The ICSF will set up a Panel of three Senior Referees from each competing Federation one month before a Championship, to unify rules and referees’ perspective during international event

    • The ICSF will trial the use of Video Assistant Referee(s) (VAR) available for the referee during all international finals. at the 2026 European Club Championship Finals and at the 2026 European Championship Finals. The trials will be reviewed at next year’s World Council meeting.

Awards

    • The introduction of standard ICSF World & European Individual Champions jerseys. The ICSF to hold a competition by inviting designs to be submitted for consideration.

    • The introduction of standard ICSF medals in gold, silver and bronze colours. for the top three riders and teams in ICSF Finals.

Competitions

    • The minimum age for riders at ICSF u-16 events to be reduced from 13 to 12 years old at any time during the year of the competition.

    • ICSF World Championship entries to open 9 months before the start of a tournament, with the closing date brought forward to 90 days before the start of the tournament.

    • The addition of a 60+ Open grade and a 30+ Women grade to the World Individual Championships. These are subject to a minimum of 9 entries at the closing date, to ensure viability.

    • ICSF Individual Championship entry fees are to be per category entry, not a one-off fee for entry into the competition.

  • There will be a maximum acceptance of two individual championships for each rider at an ICSF tournament.

    • Riders can only enter one grade (Open or Female) for each age category.

  • International Team Managers to advise on the availability of riders for either a one off match or a ‘round robin’ series, to contest a Gt. Britain v  Australia x  Poland event at the 2027 World Championships in Australia for 12–15 year olds. 

    • UCI Super World Indoor Championships: The meeting agreed to set up an ICSF sub committee to assist with the participation at the 2027 Championships, once further information is released by the UCI.

Policies

    • ICSF delegates to set up a Working Group to review each Federation’s policy and agree on an ICSF Concussion Policy.

    • ICSF delegates to set up a Working Group to review the policy and agree on an ICSF Lightning Policy.

ICSF International Licenses

293 riders now have verified International licences.

ICSF Website

Proposed developments will include a facility for Federations to input their own information, along with a Google Translate facility for all languages and pages, to improve international development.

ICSF Executive Committee

The following officers were re-elected unopposed:

Mike Hack – ICSF General Secretary: Responsibility for administration, finance and communication relating to ICSF business & competitions plus maintenance of, and adherence to, the ICSF Constitution, Rules & Regulations. The General Secretary will act as Chairman for all ICSF meetings.

Tammy Clarke – ICSF Australasia – International Development Officer: Responsibility for the development of International cycle speedway (e.g. in guiding/encouraging new member nations to meet International standards for facilities and participation).

Tomasz Wlodarczyk – ICSF Europe – International Development Officer: Responsibility for the development of International cycle speedway (e.g. in guiding/encouraging new member nations to meet International standards for facilities and participation), management of the ICSF website.

Meeting agreed to recruiting of Sub-Committees, Project Teams and Individuals for specific tasks.

ICSF Communications

a) Google Drive
Use of Google Drive for storing ICSF documents, for ICSF officials to access.
Use of Google Drive for Championship schedules, draws and online scoring, for everyone to access.

b) WhatsApp
Use of WhatsApp messaging between ICSF officials for urgent decision making at Championships.
